Is it legal to do a PPT out of state ? I want to purchase a hand gun from a guy in Kansas but want to know if it is even possible first.

AFAIK you must have it shipped to an FFL here in kommiefornia (or to your home state if other than the sellers home state) in order to take possession.

Something (federal law?) about sales across state lines I think.

If I'm wrong, I'm sure someone will come along and correct me.

    Edit:

Congress enacted a statute (the Gun Control Act of 1968) that says private individuals may not sell (or otherwise transfer) firearms across state lines. In order to sell a firearm across state lines, at least one party to the transaction must have a Federal Firearms License (FFL). (“FFL” is the standard abbreviation for both the license itself and for the licensee.)

And I'm sure that kommiefornia has some law that states it must go through an FFL here.

Yes, CA has that requirement, but it's Federal that is the important one; see http://www.calguns.net/calgunforum/s...d.php?t=503873

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

No, Federal law prohibits the transfer of firearms between residents of different states.

A CA PPT is a transfer between two residents of CA.

You can buy a firearm from someone out of state, but it has to go through a CA FFL and there are no exemptions for the certified list unless it is an intrafamilial transfer.
