    Can driving 20mph over the posted limit be a felony?

    I am not a LEO... but the only way 20 over could be a felony is if you hit someone, and either are DUI or you hit & run... and in most places (if not all), 20 over is just speeding, and not reckless, unless there are some strange circumstances.
