    What is the purpose of written warnings? Do leo's keep records of them?

      Written warnings show the bosses you were on the road doing something constructive.
      You may not like guns, and choose not to own one. That is your right. You might not believe in God. That is your choice. However, if someone breaks into your home, the first two things you're going to do are, 1) Call someone with a gun, 2) Pray they get there in time.

          Some agencies have internal policies that they don't cite on certain violations on the first offense. In those cases, they give a written warning first and a record is kept. Next time your are caught, you will then be cited.
          At other times they are given as HH says, to keep track of officers activities or it may be done simply because people tend to take something in writing more seriously than just being told not to do it again.
          Without knowing what the warning was for and what agency wrote it and what that agencies policies are, it is pretty much impossible to determine if they enter it into their records.

              This is what I was told in my town. I signed the ticket and the deputy said I was getting my copy and the court copy and his boss would see he was doing his job and I wouldn't go to court.

                We kept a local record only and if stopped again, you can bet that little box on the top left would not get checked this time. When we ran the wants warrants it show up as a local record.

                  Written warnings are used to better memorialize the contact. They can be used for various reasons, officer safety, track offenders, tracking officer initiated activity, traffic stats for grants, enforcement demands, etc., and having a more detailed record of the contact in case there's a complaints, just to name a few.
