No, the dogs don't go "everywhere" the officer goes necessarily.

That said though, there's no good reason the officer didn't leave the windows down (with a security cage/screen installed) and the car running in"secure idle" mode with the air conditioning on. How does one "forget" about that for four hours with hot temperatures, I'll never understand. It's like careless parents that lock their infants inside a car that turns into an oven and the child dies. Really sad.
