Very true. The Prieto Principle is 20% doing 80% of the work. On my department if you are a 'slacker' I will call you out on it. I know officers who have not arrested anybody in 20 years.

Had a chippie on my beat....he got written up for having too many felony arrests and not enough cites and DUIs.

He called it an unwritten quota system where as chippers are penalized for not scratching coupons.

But, that is the CHP mentality.

Chipper or Chippie was a name for CHP long before Chips. I can recall my Father using it in the early 60's.

I was assigned to a police service district for a few years. Traffic was one of our jobs. I'd say 90 to 95% of the stops I made were cleared with a warning. I hated writing tickets so you really had to earn one to get me to cite you. One time the lieutenant that was our Chief told me I wasn't writing enough tickets. The next day I wrote 22. After the fall out from that he never mentioned it to me again. I understand that the police board was on him to get more tickets written. The district didn't get any revenue from tickets, they just wanted the resident to drive civilized. They never realized that warnings can be as effective as citations.

The Cities that contracted with my department didn't have quotas since they are illegal. They had "goals". If the officers didn't write enough tickets they would get dinged on their evaluations. It was like that until some officers made it pretty clear in court that the goals were tantamount to quotas.

A mover a day keeps the captain away.

That being said, my station boss likes us to write one a day, however we can't (or just don't) get in formal trouble for not writing movers. I was good for maybe one a week, sometimes more, sometimes less. Had a Lt who didn't care if we wrote as long as we were pulling over cars and trying to get good arrests, probation/parole searches. In my district that's not too hard. And with how violent it was and is, I prefer to do that than write movers. We roll two man cars, generally 1 per car over night is enough. Probies were expected one a day minimum, more if you were a traffic car that shift (as staffing allowed). Other guys get on you if you are a slug. Didn't mean you had to write cites, but handle your sector first and foremost. Secondly was pulling over cars/taking people on.
