Really? Have any LEOs been instructed to take pictures for this purpose? I am honestly curious about it!

Hutaree, Sovereign Citizen wackos, the whole Bundy ordeal, the BLM quad riding protest, possible local specific threats (there have been more than a few here in CA)... Yes, there has been alot of activity over the past few years.

As far as LEO's taking pictures during field contacts, it has been going on for many, many years... Long as camera's have been available in the field I'm sure. Why settle for simply describing someone (especially someone who may/may not be providing the correct name) when you can snap a picture too?

No distinction between the 5-layer TFH's in the Hutaree and Sovereign citizen types, and the regular folks that showed up at the Bundy Ranch and the BLM quad ride?

If you want to know the current state of the law in California here is a recently published case from the Court of Appeal for the Fourth Distirct, Division One.

Here is a synopsis:
A 911 call was placed regarding a fight in an alley possibly involving a loaded firearm. Upon arrival, the responding officer saw appellant driving a car away from the scene of the reported fight. The officer attempted to get appellant’s attention to ask about the fight, but appellant did not acknowledge the officer’s effort to communicate. Appellant then parked his car on the side of the road. The officer turned his patrol car around and positioned it behind the parked car, after which he activated the patrol car’s red and blue flashing emergency lights. Immediately upon approaching the car of foot, the officer observed symptoms of appellant’s intoxication, after which he placed appellant under arrest.

The court there held: When a vehicle is already stopped, without police action, merely activating red and blue flashing emergency lights on a police vehicle, without more, does not constitute a seizure within the meaning of the Fourth Amendment. In any event, the police officer in this case had reasonable suspicion of criminal activity as soon as he pulled up behind appellant’s parked car.
