    These are not terrorist threats under 422 PC and I don't see a 653(m) PC either. Reporting it to your local PD will not result in much since no laws are really being broken but if you get a restraining order and he violates it, there is something to enforce and arrest on.

        Apply for the restraining order. I have a feeling his felony past may help your case.

            I'm not an LEO, but I am retired and have a CA Real Estate broker's license -- and still manage several of our own rental properties.

            Not sure I'm allowed to post here, and if not then some moderator will delete my message.

            This is not really a recommendation, but rather it's what I would do in a similar situation.

            I always look at the size of the amount of money involved and try to avoid disputes over trivial amounts of money.

            If some tenant said I owed him 80 bucks, I'd probably just pay it -- and tell him I didn't want to hear from him again on the issue.

            It's not worth a dispute.

            Likewise, if someone was hounding me for $200 I'd probably consider that worth paying just to be rid of him.

            It would cost more than that to deal with a restraining order. And also I'd consider the possible impact on my family members if the guy went berserk.

            It's certainly not worth a fight over $200 for me.

            Now it's possible the guy would take my giving him a little money as a sign to use me as a free ATM every time he needed more money.

            So if he came back for more later, then I'd tell him to sue me. Getting sued in small claims court is no big deal.

            I have a business partner with whom I own a couple properties jointly. He is a very honest guy who I have know for years and we never have trouble between us over business.

            But he is the type who tends to "stand on principle" and gets into disputes that end up in lawsuits. He sometimes wins, and sometimes has to pay damages. He probably pays 5 figure money every year on legal fees.

            The lawsuits he gets into involve only his own properties -- never the ones we own jointly.

            If a problem comes up with our properties, I just tell him not to worry -- let me handle it.

            Then I find some way to make peace with the tenant. Sometimes I pay a trivial amount to buy them a new fridge or something. Sometimes I fix something on the property that doesn't really need fixing to keep the tenant happy.

            I let them feel like they have "won".

            The totally cost of these type of things for me is maybe $1000 per year over several properties.

            So, bottom line, I try to keep my priorities straight and not let little things turn into big disputes.

              Not sure where you are applying for CCW, but this sounds like it can bolster your case if you have to show just cause.

                I had a problem last year with a 20 year long friend, he got caught up in meth. which he as done for more than the 20 years I have kinown him. One day, He got up, started throwing me around, and all the witness were part of his family, I did my best to stay out of trouble, moved out within the week, and he woldnt give me my satellite tv box or dish, had to call the sheriff, friends sure can turn on you quick.

                  How much is he looking for? Certified Mail with a money order. Keep all the tansaction records. Let him know if this is what he needs to move on with life here ya go now beat it. Get your cameras up so when he decides a busted window is what you deserve you have some proof.

                  Lastly post his number on craigslist Male services page and enjoy what may be happening.

                  I am not suggesting you actually do the latter, but would be funny as heck.

                    He is asking for $200 it was originally around $80.00. I don't think he really wants the Money anymore he's just looking for a reason for me to hit him. Last time we argued when we lived together he got in my face and was asking me to hit him unfortunately my kid was standing right there otherwise I would of obliged him. That right there tells you what kinda guy he is. I just feel that if I pay him he wins I really don't owe him a dime.

                      Make him feel sh!$$y about it. Ask if it is just $200 or do you have to pay for renting space in his head for the last couple years.

                        I think a lot of people have these kind of "nightmare" scenario's in their head. What do I do if someone is threatening me but they haven't "technically" done anything violent yet. I think us non-LEO types forget about things like restraining orders in our day to day "normal" lives. LEO's deal with d-bags like that all the time but for most of us someone like that comes along very rarely. As a matter of fact this may very likely be the ONLY situation Buddah ever deals with like this. Props to all of the advice.

                            LOL, I like it, make sure you both 'pony up' the cash to a third party, like the gym's ref.

                            However, I seriously doubt that will resolve anything.

                            Does he have ANY assets, steady job, etc? Get a nice secure off site voice mail and make sure he has it. An old employer of mine got over $10K judgement against an employee for leaving "I'm gonna kill you" on VM, even though both were hot headed and bull headed and had previous major 'falling outs' with foul language, etc. He got the $10K when the employee sold his house years later.

                            Yes, I'd get the RO, and at least one security cam for the front porch/street. Find a good smart phone for quick video recording and learn to switch it on instantly and send to web based storage, and one for daughter if she is old enough.

                            Last but not least, research "battered women's" resources, even though you are a dude, because they might have stuff to protect your daughter(and teach you the 'magic words' that work with LE). The MAGIC WORDS seem all important, both what you say to the perp and to the cops when they respond or take report, and what you say to judge.

                            Also important what you don't do, like anything that could be twisted into "but then we were 'all good' and friends again".

                            I'd bet he is a 'serial landlord' with long string of ex-tenants with similar stories. Ever talk to any neighbors?
