Car Pool Lane Question

I drive the 91 quite a bit in both directions. Is it legal for a tour bus to use the carpool lane? I always seem to end up behind these Casino buses going east on the 91 in the afternoons, never see them Westbound. I had thought I read that commercial vehicles aren't supposed to use the HOV lanes, but thought I'd ask here.

Yes they are allowed, no 3 axle or more trucks or vehicles towing trailers.

The bus can also have a FastPass and get on the toll way.
