Yes it is legal to sell to other CA LEOs, just make sure they are sworn law enforcement. -
How does the disassemble work? Is that like a rebuild kit then?Seems like I always have my Koch in my hand.Comment

Since the implementation of AB 48, disassembly is not an answer - no longer legal to sell 'conversion kits', and unknown whether 'repair kits' or 'parts kits' are the same thing as 'conversion kits'.ARCHIVED Calguns Foundation Wiki here: http://web.archive.org/web/201908310...itle=Main_Page
Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!Comment

Hi-cap mags is a bad name to use for standard capacity magazines, if you are referring to the standard capacity magazine the gun was designed with.
A Glock 17 has a standard capacity magazine which carries 17 rounds. A hi-cap mag for it carries 31 - 33 rounds. A 10 round magazine is a legislatively reduced capacity magazine for a Glock 17.
To answer your first question, sell them to someone in a state where they are legal.Comment
