I am located in Alameda County, and today in my neighborhood I saw a police car roll up (no lights.) The car looked like a regular police car, minus any decals and it was a dark blue color. There was no light bar or push bar. Also the two officers who stepped out were in tan uniform shirts with gear and badges and dark pants. To me they looked like normal officers.

Doesn't Alameda SO wear a light grey shirt with navy pants? Unmarked cars aren't all that uncommon. The sad part is that the unmarked are usually exactly the same as the marked cars.

Sounds to me like some sort of "Special Enforcement Detail"; gang enforcement, street narcotics, warrant service, etc. Years ago, LAPD called them"felony cars" two uniform officers in an unmarked car.

Were they actual police officers? Ive seen some of the bail bondsman in my justisdiction drive them. Or even probation.

The answer to the MRAP question really depends on where you ask it. You will get the most common answer of "the continuing militarization of the police" to the various Homeland Security conspiracies. However the real answer is about as boring as you can get. DoD is basically giving them away through the Defense surplus re-utilization plan, that is basically anything in DoD inventory that is still useful but has been declared surplus is offered to state and local government. Of course within reason of can it actually be used outside of the military. So quite a few departments are getting them instead of buying a Bearcat, and using them as SWAT/rescue trucks, replacing the old Brinks armored trucks some places had.

Nope, they are just really cheap from the feds and work as well as the much more expensive armored cars.

Sounds like an alternative custody deal. Maybe a probation/parole check or maybe a work release deal.

The military is pretty much giving away those things to a lot of agencies
