As big as San Diegos Transit sysyem is, why does it not have a sworn professional department laying the law down? Is it the cost? The city not thinking its necessary? Most big cities like Frisco Ny and Boston have sworn trained people protecting and serving. Just thought id ask.

Its because MTS owns the trolley system, its a semi quasi gov entity. Amtrak has Sworn officers, feds... But they have a much larger budget than MTS.
The reason for MTS? Money.....They have unarmed code enforcement officers that check tickets. They're LE per penal code. They use armed guards because they want that company to take the liability of a shooting.
They just fired heritage security for incorrectly handcuffing a disabled retired cop. Another company has taken over. Its all about liability, dont come after MTS with deep pockets. NYC Transit Police was absorbed by NYPD in the mid 90’s2000s. They are now the Transit Bureau of the NYPD.
Even LA’s MTA police was absorbed by LAPD/LASD in the 90’s.
Many municipalities deal with the local transit enforcement and my guess would be for reasons from a cost perspective.
IMO, it’s akin to how smaller cities contract out to the local sheriff.Hauoli Makahiki Hou

They used to.. San Diego Sheriff's used to protect the railways, but they haven't renegotiated contract since 2000.

Transit police
It is all about money. Even AMTRAK does not patrol the tracks that they travel on. They stay in the Main train station. Out on the rails away from the main station the Railroad Police handle the issues with the passenger trains. Railroad police have full police powers also.Comment
