    Well I got an email today that said that AB-48 was signed today. In section 1.5 it states that if anyone who legally possessed a magazine capable of more than 10 rounds, they are to give it up, remove it from the state, or destroy it. Does that include retired LE? I read it that way, but don't want to believe it. I have high cap mags for all of my weapons, both rifles and hand guns. I don't want to get rid of them for sure, and I certainly don't want to spend the money on 10 round magazines for all of the hand guns.

    Even though AB48 was signed into law, Section 1.5 does not go into effect.

    Per Section 3, Section 1.5 was dependent upon SB396 being passed into law. Since SB396 did not pass, Section 1.5 is null/void.

    Therefore... Only Sections 1, 2 & 4 become laws.

    SEC. 3. Section 1.5 of this bill incorporates amendments to Section 32310 of the Penal Code proposed by both this bill and Senate Bill 396. It shall only become operative if (1) both bills are enacted and become effective on or before January 1, 2014, (2) each bill amends Section 32310 of the Penal Code, and (3) this bill is enacted after Senate Bill 396, in which case Section 1 of this bill shall not become operative.

      Basically, what AB48 will be doing is banning the transfer (buy, sell, loan. gift, etc), making & importing of magazine "rebuild" kits on 01-01-2014.

        Thanks Quiet. I feel a lot better now. I bought all of my magazines legally before I retired and I don't want to give them up. I still carry the high cap magazines in my pistols and don't want to go to low cap mags especially for concealed carry.

          Curious question is if retired LEOs are exempted from the nuisance confiscation provision (PC 32390). Legally purchased (PC 32405) HC mags now owned by retired LEOs.

          Clear as mud.

            There was no exemption built into SB396 for anyone but sworn, no retired exemption. One of the reasons I started making plans for my mags to move to Oregon a few months back.

                Ok so if I take my rebuild kits to another state to do some shooting then when I return to cali I am screwed importing mag kits lol wtf

                  Have you been harassed yet at the ranges you use?

                  There's no reason to expect any changes in behavior.

                      So, if I understand you guys correctly..... I can keep my hi-caps because Im sworn ? But my dad who bought his in the 70's has to get rid of em ?

                          You both can keep them.
                          You because you are an exempt person (LEO).
                          Your dad because he owned/possessed them in CA before 01-01-2000.

                          Because you are a LEO you are also exempt from the laws created by AB48.

                          However, your dad is not exempt.
                          Starting 01-01-2014, he can no longer legally obtain large capacity magazine "parts kits" or import them into CA.

                          So, any magazine parts kits he owns will need to be made into permanent 10 or less round magazines or kept as parts in CA or taken out of state & never brought back into CA*.

                          *There is no exemption for importing "parts kits" that were owned/possessed in CA prior to 01-01-2014.
                          Therefore...
                          If you take it out-of-state, it can not be legally brought back into the state.
