Help- State radio rules and "encoding"?

I need to do some research on the subject of personal/suspect names being broadcasted over the radio and encoding. Are there such laws or rules in the state? What allows an Officer to transmit a person's name over the air? Is "encoding" mandatory?

For the most part, what you're talking about isn't governed by the state, it's governed by the Federal Communications Commission (FCC)

There are a few limits placed on individual LEOs (and their agencies) by the State of CA with regard to Assault Weapons registration information. If I remember correctly; there is also something now with regard to domestic restraining orders. None of that existed when I was a LEO, so someone with more current info will have to cover that.

Keep in mind that laws and rules are generally about things which cannot be done; not about things which are allowed. Thus, that which is not prohibited is allowed.

There are no requirements that any transmissions be encoded or encrypted (which are two very different things)

Mobile computers and/or terminals are a different beast, but I think you're more focused on 'voice' transmissions.

There are a few rules in regards to what can/cannnot normally be broadcast over the radio (5150 information comes to mind off the top of my head). If I run into one of our Dispatch supervisors this week I will see what I can dig up.

what type of 5150 info are you referring to which wouldn't be normally broadcasted.

Listen to a scanner. You hear people's names, driver's license numbers, PSN numbers, DOB's, addresses, etc...

There are some departments that encrypt but it costs a fortune. Very few, and they tend to be federal level.

Now the MDT's on the other hand... that's a whole different thing.
