    Are Juvenile Records REALLY Sealed?

    A friends son is applying to the CHP, and based on the title, obviously has a juvenile record that's reportedly sealed, but we were wondering if that record is sealed to LE in relation to a background investigation?

    Define "REALLY"?

    Is that like our NSA director saying they never "WITTINGLY" recorded american citizens? Define "WITTINGLY"

      If your friend is thinking of excluding his juvenile arrest from his background questionnaire he might as well quit applying right now.

        When he fills out the background packet, he will have to sign a waiver to allow review of any sealed juvenile records. If he does not authorize, he will be dropped from the process.

          Its sealed to places like AMPM and McDonalds. CHP will crush you if you leave out your juvenile record.
