Question about open carry

So my buddy is going fishing in the Kern River area, says there's bears, etc. He wants to know if it's legal to open carry while he is actively fishing and in the wilderness area?
Anyone know if that's BLM or US Forset service land and/or what are the applicable laws? I simply don't know...

I don't know about the Kern River area(what kind of land it is where your bud is going fishing), but there is actually a pretty decent compilation of when/how to carry on public lands on Calguns here
