Swat robot question.

During the Swat standoff in San Diego County. I read an article where they used a robot, and I heard them say it's equipped with a " disrupter". Which appears to be some kind of a gun attached to the robot.

Question is? Can they legally shoot a suspect with it ? Its main functions appears to be for disabling explosives.

Some of the robots used by the police bomb squad have a water cannon they use to set off explosives which are too dangerous to move. Maybe that is the disruptor?
