Part Time Carpool Lanes

The 14 has part time carpool lanes. In the morning the LA bound side's number one lane is a carpool. In the afternoon it's the Palmdale bound side that turns into a carpool lane. So outside those designated times its ok to drive without an additional passenger.

My question is if its outside those times do you have to follow the carpool lines, that is can I cross the double yellow solid lines when its not considered a carpool lane? Or can I only change lanes when the line is separated?

Yes, a single occupant can use the carpool lane on State Route 14 outside the designated HOV times.

However, the meaning of the lines on the road does not ever change.
