Some of you may know this intersection but there are many like it The one I am talking about is where highway 92 east exits onto Metro Center Blvd. The exit opens up into four lanes and Ts into a cross street. The left lane is a left turn only with a stop light. The next lane can go straight into an Orchard Supply parking lot or also turn left. This lane uses the same stop light as the left turn lane.
There are two lanes that turn right onto Metro Center Blvd. There is a seperate stop light here. This is a standard stop light, green for go and red for stop. Not a yield blinking light. These two lanes can only take you onto Metro Center Blvd, you can not make any other turns from these lanes. They are not a sharp right but a gentle yield as in a freeway onramp. It is pretty much just like a metering light when entering the freeway.

The A is the Orchard Supply and my car would be traveling left to right on highway 92.
My question is, does one have to wait for the red light to turn green before proceeding onto Metro Center Blvd?
