Other than the Sacramento Regional Public Safety Training Center at ARC can one take the class (Arrest and Seizure) at one of these: Fish and Game, Sheriff's Department or Sac PD?

Yes there are 30 something different academy's in California. Some are privately owned and operated with retired and current officers and deputies, others are department run.When liberty is on the line who will be standing shoulder to shoulder with you? -
Typically the agencies you listed do not take outside folks. You will most likely have difficulty in getting into one of their's, if they are having any. Those agencies do not have many folks, if any, who need 832 since their enforcement is all performed by POST graduates. The one exception is Sac SO who has Security Officer positions for which the 832 is required. IIRC the Security Officer's must have it at time of application though. Good luck!Comment

Check local community colleges.
Since PC 832 Arrest & Control and Firearms are now a part of the Level III module, finding that course separately is harder now.
How about enrolling in Module III as an alternative?Disclaimer:
