You really need to Google your State of Residence for Firearm Laws...
In California, the answer is NO... Most retailers will also not sell Handgun interchangeable center fire ammo to those under 21. So if you owned a 9MM Carbine and are under 21, you might not be able to buy ammo....

Welcome to the California DOJ Bureau of Firearms The Bureau of Firearms serves the people of California through education, regulation, and enforcement actions regarding the manufacture, sales, ownership, safety training, and transfer of firearms. Bureau of Firearms staff will be leaders in providing firearms expertise and information to law enforcement, legislators, and the general public in a comprehensive program to promote legitimate and responsible firearms possession and use by California residents. ATTENTION Ammunition Purchase Laws Are Still in Effect — Rhode, et al. v. Bonta, No.

    SALES AND TRANSFERS OF FIREARMS
In California, only licensed California firearms dealers who possess a valid
Certificate of Eligibility (COE) are authorized to engage in retail sales of firearms.
These retail sales require the purchaser to provide personal identifier information
for the Dealer Record of Sale (DROS) document that the firearms dealer must
submit to the DOJ. There is a mandatory ten-day waiting period before the
firearms dealer can deliver the firearm to the purchaser. During this ten day
waiting period, the DOJ conducts a firearms eligibility background check to
ensure the purchaser is not prohibited from lawfully possessing firearms.
Although there are exceptions, generally all firearms purchasers must be at least
18 years of age to purchase a long gun (rifle or shotgun) and 21 years of age to
purchase a handgun (pistol or revolver). Additionally, purchasers must be
California residents with a valid driver’s license or identification card issued by
the California Department of Motor Vehicles.
Rule 1- ALL GUNS ARE ALWAYS LOADED

Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT
