I think it's been stated here before that some dispatchers are better than others. But ultimately, one has to use common sense.

We have one sworn dispatcher, but only because he got shot up pretty bad last year during a home invasion call and cant patrol anymore. He is still sworn though.

to the rest, specifically the zimmerman case, the Sanford CoP said he was under no legal obligation to follow that dispatchers advice.
