    Is this something to be concerned with

    Upstairs in our building there is a Korean real estate company filled with some fairly unpleasant people. One of them I believe may be the owner has a wife or something that doesn't seem to speak any English.

    For the last year she has spent every single day, all day in our parking lot sitting in her car apparently while he is at work. There have been days when it has gotten well over 110 and there have been days where it was freezing and there she sits all day.

    At first I just thought this was cultural or something else but a number of employees have continued to mention it and it's starting to feel more and more like some form of servitude.

    Call your local PD and report it as a suspicious person in a car, tell them the circumstances and that a Korean interpreter may be needed.

          What are the employees saying? It's not common, but I have seen it before. Could be by choice, could be by force. Either way not much you can do about it other than keep calling PD to reports a suspicious person, or if you want to be able to do it more than once call in what we call a "welfare check". It's exactly what it sounds like. If the owner sees the cops coming by every so often the problem might resolve itself, but my spidey senses detect a bigger problem you're not going to even be able to scratch the surface of.

            Call Adult Protective Services in your County. They will investigate it and they will also report it to the Police. That way it won't drop through some crack. If APS feels there is a crime they will pressure the crap out of the PD until something gets done.

                In this day of human trafficking it's a tough call. I understand people's rights to privacy and following their beliefs, but that's also why many crimes go on. People choose to say "well it's none of my business, why should I worry?"

                Sadly it doesn't work like that.

                  Through much experience, and after having heated conversations with their staff, I have discovered that in my county APS will not get involved unless the person is at least 62 years old. Your situation is very difficult, but welfare check is a good first step.

                    What service is she providing while sitting in a car all day? Security so he can save the $100 on installing an alarm system?

                    Why don't you call your local PD to see if they have a Korean officer you can speak to and get some insight. Or call some other Korean resource if there are Korean public service agencies around the area.
