I would doubt it, but you would need to check with them. There may be some special program.

    A Batchelor's Degree is a minimum requirement.

Not while active duty, I'd imagine... but where are you stationed and how much longer is your contract? FBI has a long hiring process... like 2 years from application long. Never hurts to apply early while still in the service... I've read on another forum about Border Patrol applicants who were offered the job and got to defer their report date until they finished their current college semester... FBI might do the same if you're close to the end of your contract when they finally call you.

Only issue is that there are a lot of hoops to jump through... testing, interviews, poly, more interviews, etc. You'll need to be able to potentially get time off each time in order to show up.

You can't have a full time job of ANY sort while on active military duty.

It is possible to be in the Reserve or Guard and be FBI or work for several other agencies. USSS and a few others don't allow it, but most do.

It is entirely possible to START the hiring process while still on active duty. They sometimes have military-specific recruiting events.

As others have stated, you cannot be active duty and in civil service. You can apply while on active duty....however you won't get veterans preference since you won't have a DD214 yet (some city and state agencies will grant vets preference while still in, with a commanders statement of service, but the feds won't). Regulations state that you can start civil service employment while on terminal leave. The chances of all the planets aligning for you to time that just right are slim to none...too many variables in the FBI application process.
