    Civil service hiring process

Question to LEO's when a job opening for a civil service/public safety job is offering 1-2 to vacancies. I applied to a college public safety department, and critiqued my resume and wrote a cover letter for the agency. I spent alot of time working on applying, and I didn't even get a interview or a call back?

I'm under the assumption that they just post it to only hire from within, or through word of mouth or hire veterans/more qualified applicants instead.
I even uploaded a letter of recomedation from a former assistant Sheriff of a large agency in socal, that still didn't get their attention apparently?

Odd thing is my friend applied to the same agency 5 years ago. He also did a ride along and built a relationship with several contacts, and he didn't get a interview either? The job isn't widely advertised, I had to search their HR page and find it. It was more of a ' low key' job posting.

I'm a security professional so I have work experience related to the field and the job requirements, and education involving security/law enforcement.

Be honest... I think this type of job posting is set up for the ' good ole boy system'. If that's the case, should I expect that when someone retires. That a similar position would most likely be filled by their own internal recruits or contacts? Not saying this happens all the time, but it's starting to appear that way..
