Extreamly Limited Circumstances

On the Riverside Sheriff's Office (CCW) website, it states "Except in extremely limited circumstances, you may not carry a concealed firearm on your person in public."

I was wondering (albeit very subjective), what those 'limited circumstances' would constitute?

There are a number of exemptions in the law that allow you to carry a concealed firearm without a LTC. They are listed in 12025.5 through 12027 PC. The exemptions in those two sections are the best as they don't require a locked container. The exemptions in the in-between sections generally do.
