The information I posted earlier was something I heard directly at a reserve function for the Sacramento County Sheriff's Department - they are using the model of trying you out as a reserve, then letting you become an oncall (paid) position if you work out and if they have spots. They are then using those people as the pool for offering fulltime jobs.
