I don't know if it's still the case, but they use to have one eligibility list for several of the state investigation agencies. Once you tested and made the list you could be offered jobs by DMV, Alcoholic Beverage Control, Bureau Medical Quality Assurance, Consumer Affairs, Insurance Fraud Bureau, etc. Basically all the state investigative agencies, except Ca. DOJ.
What was also good is you had the ability to lateral between the different agencies without losing state seniority or pay grade.

Its a state job, so be prepared for layoff, furloughs, and general disdain from the non-working public...the public who doesn't want your job, but thinks you are over compensated for doing it...

ALSO, as the DOJ looks to lay off a lot of their folks, the to be laid off DOJ personnel are looking at SROA hires (transfers) into these other State openings...

put your app in. wait and see how it all plays out. good luck

Starting pay is $3900 and you have to have a bachelors degree. I don't think they're being over payed.

Does the California Department of Insurance fall under DOJ?

Not unless it's a recent merger. Several years ago Medi-Cal Fraud was absorbed by DOJ. DOJ Special Agents work for the Attorney General, and are at a higher pay grade then the various state investigator positions who normally work for state regulatory agencies. Department of Insurance Investigators should be under the State Insurance Commissioner.
