    Right turn on red?

Hi guys, An article on Fox mentions a citation written for not stopping for 3 seconds before turning right on red. Did this actually change or is there something they left out of the article?

3 seconds is not law. There is no amount of time to stop. Once your forward motion ceases, you may proceed.
Never initiate force against another. That should be the underlying principle of your life. But should someone do violence to you, retaliate without hesitation, without reservation, without quarter, until you are sure that he will never wish to harm - or never be capable of harming - you or yours again.

Sorry EOD3 but if you idle to long in a diesel truck you get a ticket from the enviro Nazis.
Now that you brought this up just watch someone in SAC. will try to make it illegal if your story is not true.

Also, when riding a motorcycle, there is no law that says you must put a foot down.

              CVC 21453
21453. (a) A driver facing a steady circular red signal alone shall
stop at a marked limit line, but if none, before entering the
crosswalk on the near side of the intersection or, if none, then
before entering the intersection, and shall remain stopped until an
indication to proceed is shown, except as provided in subdivision
              (b).
              (b) Except when a sign is in place prohibiting a turn, a driver,
after stopping as required by subdivision (a), facing a steady
circular red signal, may turn right, or turn left from a one-way
street onto a one-way street. A driver making that turn shall yield
the right-of-way to pedestrians lawfully within an adjacent crosswalk
and to any vehicle that has approached or is approaching so closely
as to constitute an immediate hazard to the driver, and shall
continue to yield the right-of-way to that vehicle until the driver
              can proceed with reasonable safety.
              Nothing about '3 seconds' there.

It possibly may be a intersection where there is no right turn allowed on a red, not sure if Ca has this, but I see it in Az from time to time...

If there's no right turn on red permitted then why would there be a 3 second rule? You can't turn right until the light turns green.

For an intersection to prohibit a right turn there must be a sign. The sign must say/indicate right turn on red prohibited. Of course this does not apply if you are turning onto a one way street, and would be going the wrong way.

Does this sign have to be big enough to read from across the 6 lane road? In my town, I almost made a right turn on red then spotted this microscopic sign that said no turn on red between 4pm - 6pm.

The sign is ridiculously small and nearly impossible to read.

Though, i & many may be able to stop the forward movement of a bike and balance for a count of 1 &... then go, it is unfortunate that if done in front of the wrong LEO you are getting a ticket.
If you as why you are getting the ticket you are told "you did not put both feet down so you did not come to a complete stop."

The 3 second rule is probably from a judge with their opinion of what a stop should take. Kind of like the judge down south who will seize your car if you go over 85 on the stretch of I-5 in his county.

As for revenues, we don't get it the state does. We get a portion of the base bail. Then the courts multiply that for their costs. We get about $26 per ticket. That doesn't pay for the time for me to write the ticket and fill out the notes on the back. Then the records techs have to process it and get it over to the courts. Our city loses money when we write tickets. The state makes bank.

Yeah, the sign has to be at least a certain size and the letters have to be a certain height. Can't remember the section but it is in the Vehicle Code. And there are also regulations provided by Department of Transportation (Cal Trans).
