As for custodial officers, you have to get into the specifics of each position to see if they are covered.

We had positions called PSA or "Police Service Assistant" which act as our jailer and general administrative support personnel. They wear uniforms and they are called upon to do transports from our local facility to county facilities.

They are not authorized to enforce law and do not carry a firearm at any time. They are defined as public officers or custodial officers under the Penal Code, but they will not qualify under LEOSA.

Other cities or counties may have different parameters for their public or custodial officers which may qualify them for LEOSA.
