    Oregon LEO Question

    Hi all,
I just recieved my Oregon CHL (CCW), and I have a question for LEO's in general, and specifically Oregon LEO's.
If during a traffic stop, Does the CHL/CCW show up when you run the plates/drivers licence?
I know there is no requirement (in Oregon) for me to announce, but I should (Must?) tell you when asked?

    Thanks for any info!

From what I have heard- it is best to put your CHL on your DL with whatever other documentation is requested.
I believe that your CHL will come back when your plates are called in.

In California CCW licenses do not "pop up" automatically when a driver's license or vehicle registration check is run. Both of those are DMV databases, and the CCW licenses are in AFS, a separate system.

The caveat to that is, sometimes, if you are run in the county within which you CCW license is issued that license will be appended to your contact record in the agency's record management system (RMS). That is not true in all counties, but is in some. There would be no correlation, however, in your county's RMS to an Oregon CCW unless Oregon specifically reported it to your county... which I can't imagine they do.

How Oregon treats it in their systems, don't know.

As to what your requirements are if stopped by the police, wasn't that included in the paperwork that accompanied your license?

That's not entirely true. At this time its certainly not common for it to automatically 'pop up'; but it is indeed possible depending on what agency runs your DL or registration. Automated cross-checking is becoming more and more common.

You're correct to a point, but again that is going to depend greatly on the amount of integration that exists within a given county or city's RMS system, bearing in mind they are checking their own systems first. If there are contacts in their RMS related to firearms that would absolutely pop on any local check, or if their system runs a local check routinely in connection with DMV or WPS checks.

Have you any specific examples where local RMS systems are actually pinging AFS routinely on 27's, 28's and 29's? I ask only because the two counties I am most familiar with, both of which have pretty sophisticated systems, are not yet.

My opinion here but if every 28 and 29 that gets run anywhere in the state is going to do a callout check to AFS for firearms registered or CCW issued I'd wager AFS as its currently engineered and supported might be overwhelmed in a matter of days. It's not the most robust back office around or so I've been told.

The County RMS have way more information than the State DOJ or NCIC if you have had contact with them in any way that causes them to make a record of you. Local agencies get to that point too with their local agency databases. That's why the BI in your background always will contact the city agency where you live to see if they have local info on you.

                Sheriff Palmer,

Do you recommend giving the CHL with your drivers license if stopped? Any other useful info for the Oregon CHL holder?

                thanks!
