Someone I live with got really distraught and got drunk today. Went out driving. Hit something has 2 flat front tires. Came home and trashed the house. Can I call police after the fact on their DUI?

You can call, but its not likely to make an arrest or get a conviction if arrested for the DUI. -
This is a dilemma.
You are concerned about your mom. You don't want to turn her in and get
her into trouble, but you don't want to see her drink and drive and the
unthinkable happen. Am I correct?
This is a dilemma of epic proportions... you are in a predicament. You need
serious guidance what to do for your mom. This is NOT a situation to jump
into without professional guidance form people know what to do. And I can
assure you, we are not the help you need. We can perhaps give you
suggestions where to turn for help.

You may be supporting her as in a place to live, food, safety etc.
The problem is you may also be supporting her, may I say alcoholism?
I am a recovering alcoholic, 11+ years clean and sober... so, I say these
things with knowledge and experience. But, I am NOT an expert on what to
do for other people in your situation. As I said, this is very serious.
When it came time for me to get better, I did it with the help of the Big Feller
in the sky. There was no-one else; it was me, God, and divine intervention.
This may come to a decision of you cannot help her. And that is a HUGE
decision on your part. To help her is to NOT help and enable her, are you
ready for that? Get help first... you need to know where it can go.
Alcohilics DO NOT like to be told what to do. They think they are in control,
and if you take their control away from them... all hale could break loose!
Allow me to say this... you may be enabling her, and you don't know it. You
need counciling as well as her. The problem is to get her to see, and that my
friend is a really, really BIG problem.
You need experienced help if you want to win this..

Is this a "single" instance or does she habitually D&D?
Does she attend Church, and if so, can you ask the minister (whatever) to talk with her?
Sooner (good) or later (bad), you have got to find out what she ran into/over. If you can't get it from her, there is little you can do but consult the police.
