Has anyone purchased a stripped lower with a department letterhead to build as a patrol rifle?

If so can any ffl do the registration?

Not that I am aware of. From what's been posted in some other threads it might be way more bother than it's worth and far easier to purchase a complete rifle from an FFL who has an AW permit.

Remember that a stripped OLL is not an AW, it is merely the transferable portion of a firearm requiring FFL intervention. Any FFL can sell a stripped OLL if they want, but only an FFL holding a valid AW permit can sell you an AW with your agency's consent. It would not become an AW until you built it as one. How that fits into the "shall not manufacture" language in the Penal Code, and into the notion of needing an AW permitted FFL to handle transfer, I don't know.

My dept doesn't allow ARs any more but when they did it had to be a 100% factory assembled rifle. They didn't want to accept the potential liability for a rifle that was pieced together. Food for thought...If haven't already checked with your dept on that it may be a good idea.

Why do that if the LEO has a letter, why not buy but a genuine Colt or FN???? Everything else is just secondary.

DOJ has denied AW permits on builds from OLLs done by the officer with agency letters of approval. Their reasoning is there is no provision in CA law that allows an officer to manufacture an AW, only a provision for you to buy one.

I built my AR and use it as an AW. it took a while and if I had a chance to get another AW I would just buy a Colt.

how I did it.

1.) Bulilt Ca legal OLL (used an OLL that is also on my departments approved AW patrol rifle approved list).

2.) find local AW dealer.

3.) Had local AW dealer send rifle to "middle man" out of state.

4.). middle man removes bullet button and installed standard mag catch

5.) middle man sends rifle (Now configured as AW) back to local AW dealer.

6.) I get dept letter to "purchase" AW from local AW dealer

So basically I bought my own gun from an AW dealer.

can it be done? Yes. is it worth it? that is up to you

I'm jealous that you guys get to use ARs. Mydept issues Mini-14s andI have to admit, we have deployed them twice in the last year and they delivered the rounds just fine.

I shot the Mini 14 when I worked for the CDCR....I am not a fan. I am much more comfortable with the AR platform.

I am very fortunate that my department has a very liberal firearms/equipment policy in most cases.

Well I had already had the gun and it was built to my specs. On top of that I built it for around 1200 (excluding optics) and it has a larue free float rail, custom drop in trigger etc etc. So any rifle off the shelf would cost around the same price and not have any of the accessories that I would eventually add to it.

It was just a time thing with getting my own OLL registered as an AW.

What permits/approvals do you think one would need to do the AW here in CA?

I am thinking 07FFL and then CA AW registration including local buisness licenses to do said activities in your municipality.

Not every FFL can register an AW. You have to have a special license to deal AW's to officers.
