I think it was probably supposed to be something along the lines of "everyone who gets stopped it's because they're violating the law"

I was stopped and pulled over at the LAX terminal entrance check point last Monday. I did not complain.

Hard to say... not really a very articulate quote in the article. Who knows what was actually -said or how the reporter heard it.

A DUI checkpoint is used to establish a reasonable suspicion to detain, if it in fact exists. They can do a random set of vehicles or they could screen all, it really just has to be consistent. If a detention is done based on the initial observations, then that is used to investigate and determine probable cause to arrest.

I can't imagine any agency setting up a checkpoint where a driver would have to commit an offense to get into line to be screened. There's no reason for it.

As long the police has a systematic way in stopping cars, for instance every car, every 3rd car or every other car. Not just by oh that car because a that male is driving it.
