    QUESTION for LEOs please!

If one gets pulled over for a speeding violation, I am sure you are checking the license plate first to research the owner prior to approaching the vehicle.

Would your research also show whether the registered owner is also a GUN OWNER and thereby prompting you to ask further:

"Do you have any weapons/firearms in the car?"

I would not lie if I am on my way to a range and have my firearm but if I don't then I'd say "No."

Another question is: Do CHPs get the same information compared to a PD unit?

Thanks for your frank answer and opinion on this contentious issue.

Just running a license plate, no.

If we run the registered owner thru the Automated Firearms System, it will show voluntary registrations and DROS'd handguns.

It will also tell us what you had for breakfast and the last time you got lucky.

All LE agencies access the same data base maintained by the state for this info, so we all get the same returns.

If that were the case then I should have been let go the last time I was stopped.....I haven't got "LUCKY" for the longest time!!!!!!

Not every officer or agency does things in the same order. And this excludes any spider senses that might include more research and precautions.

Not necessarily. If it's a simple on view traffic violation I might not until after I make the stop. Or I might before I make the stop. You'd never know whether I have or haven't and I'm not telling.

Would your research also show whether the registered owner is also a GUN OWNER and thereby prompting you to ask further:

"Do you have any weapons/firearms in the car?"
Only if, as Ron-Solo indicated, I requested an AFS check specifically. Some agencies will cross check their RMS as matter of routine on a name check for adverse contacts. If the results of a previous AFS check existed in the RMS contact record for the person, then it might tumble there too.

But even without that knowledge there is nothing that stops me from asking about weapons or firearms. I might, or I might not. Lots and lots of variables there that I will not go into.

I would not lie if I am on my way to a range and have my firearm but if I don't then I'd say "No."
Honesty is always the best policy, so thank you for that.

Another question is: Do CHPs get the same information compared to a PD unit?
They have access to all the same state and federal databases that a city or county LEO does, including AFS. They do not have, so far as I am aware, a sophisticated, statewide RMS system. I also do not know just how much CHP actually runs from the car on their own. All the CHP guys I know rely pretty exclusively on their dispatcher for records checks.

Ultimately it depends on how much automated relational crosschecking is happening. Some smaller departments have far more advanced automated systems then big agencies suchas LAPD or LASD.

So the answer is; Yes, its possible for that to happen, but at this time its extremely unlikely to happen. As time progresses it becomes more and more likely.

You can say that again. In 1982, while working Paramount out of Lakewood station (LASD), a Long Beach leo came into my area and we talked for a bit. He had a MDT in his car and a hand held radio. We didn't have either and didn't get them until late 1989. I had to buy a scanner from Radio Shack to hear our calls, tho normally we put on our P.A. to listen to the radio while inside a loc. The largest dept. of its kind in the U.S.

I remember those days well! The first thing you did if you had a ridealong then was to get them a car key so they could get to a radio in an emergency. "470s" were a rarity.

Trivia point - the frequencies allocated to the handheld "470" radios were recycled to support MDTs.

Our dispatchers would send out hits on our lives if we ran everyone we pulled over. I know it's a part of the job to run someone out, but it really just takes a lot of air time and their time to do it. the S.O and the P.D run significantly more 29s than we do.

Ahhh...I remember the days with those MDTs, now that we're in the computer age with smartphones, laptops, ipods/ipads/etc...

Oh wait...I still use use an MDT.

We're supposed to get snazzy new MDC's this year...Sometime...I'm not sure what I'll do without that comforting orange glow and unmistakable call tone. I think I'll record it into my blackberry to use as a text message tone...That'll drive people nuts!

Just a fyi; those are the same MDTs that went into the cars in 1989, unless there have been changes I'm not aware of. Another fyi: When I paid a visit to SRC (yeah it was called that once upon a time) in 1985, the consoles that they would be using that would tie in with the MDTs, were sitting in the room not being used. I was told they would go into service in 1989 and were already outdated then (1985). Nothing but the best.

When running plates specifically they are doing it through the DMV side of the system.

Also regarding what CHP sees, im guessing they only have access to the Federal/State side of the system. Every time a CHP Officer calls in for a check it's only for local stuff to a PD/SD...
