I wouldn't feel comfortable with that guy getting a CCW, even though his service record technically reads that he "volutarily" resigned.
If that guy was able to keep his weapon "concealed", he wouldn't be in the mess he's in.

Read the text folks, it still means 'retired'. The changes simply require 10 years rather than 15 years service (other than a medical retirement).

This is huge change & will effect quite a few folks who changed agencies, esp those that moved between states.

So retired officers, who qualify, can have any type of ammo they want? Does this mean that these retired officers will be exempt from California laws making it illegal to own tracers and incideary rounds here? If so, it sure looks like this law is making a new and seperate class of citizens. And, if that's the case, this could get really interesting for everyone, including out of state LEOs who don't yet qualify for this as well as civillians.

Actually, this DOES appear to exempt LEO's from CA tracer/incendiary ammo possession laws.... They would stillbe on the hook for selling them to someone else, but this should cover importing and possessing... At least I think that's the case.

I don't think it would cover all LEOs, just those who qualify under this act. If i'm crrect about this, it has created an entirely new class of citizens composed only of retired
LEOs who qualify. Current LEOs (including those from out of state) do not seem to have the same exemption for personal possession.

I would disagree. The new enhancements would also cover active leo's (not on duty) when carrying/possessing ammunition that is forbidden by state law. My understanding of the NJ law in regards to hollow points is that leo's may only carry HP when on duty. The new enhancements would allow leo's to carry HP's off duty as well, and it appears that they can have tracer/AP in California.

I don't believe a new class of citizen is created in regards to retired leo's, that class already existed, however, with expanded benfits.
Laws that forbid the carrying of arms...disarm only those who are neither inclined nor determined to commit crimes...Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man.
