        That's also technically correct, the law does not contain any provision for a "citizen's arrest" 837PC provides for a "private person's arrest".

              What I would do:
              If he shows up again, with cell phone in hand, confront him and ask to leave or he will be trespassing. As soon as he gives any garbage or does anything that is not turning around and leaving, immmediately dial 911 (no more threatening to call, arguing, cajoling, etc. go right to dial) and say you have a trespasser that will not leave, who has threatened you in the past (with a report to back that up) and you need LEO response PRONTO in order to restore peace in your workplace and remove the threat of violence or deadly force that he represents.

              You should also be in process to get a restraining order. Then the next time you even see his face just dial 911 and have them take him away.

                20 years ago, I would have man-handled his arse out the door, but these days, it's just not worth it.

                I can assure you he's not allowed in the space, though. It's an "occupied" private federal government suite and it's also restricted access (Marshall's clearance required for ID to get in). They're playing with fire with the IRS...but I sure feel like a chump for having to deal with them as a lowly civilian.

                Sucks to follow the rules.
                It might be interesting to also contact the US Marshall's Office in your area, if they're responsible for investigating incidents in areas that they provide clearances for... They may not take a liking to someone gaining unauthorized access to a secure/access restricted area.

                          Actually, you can get a couple of decoys to yap at him while you're calling in the Police, keeping him contained. Have someone watching for the Police to arrive and time your confrontation with him for the PD to see.

                          He has a prior complain against him and the officers find him on the premises, and hopefully witness him failing to comply with your request to leave. You can push it with them at that point ensuring they are aware of the previous complaint.

                              A different set came by again a few days later. They came in all mad-dogging me, but I played it friendly...started talking about everything (jet skis, hiking, the weather, my relationship with my sister (don't have a sister, haha), etc). I was just turning their questions into what I wanted to talk about. I was talking about payroll taxes and asking them all about how they protect their workers and how great I thought that was...

                              I talked for about 20 minutes and it became clear they wanted to leave. I told them to come the next day and we could talk over lunch. My plan was to take them to a local restaurant (Claim Jumper), order massive food, then slip out for a bathroom break mid-meal....and leave.

                              Anyway, they never came back. I don't think they like talking to me anymore.
