Can a law enforcement officer purchase handguns off roster? For example, I really want to buy a Colt Cobra revolver from out of state. However, they will not ship to California if the gun is off roster which the Colt Cobra is. So, as law enforcement officers can we buy handguns from another state that are off roster?

Yes you can. You need to inform them you are LE and what FFL you would like it shipped to. Then it's up to the FFL to verify your credentials.
