    Quotas?

This NY times article revolves around a series of recordings made of precinct supervisors. It talks about how certain shifts should write certain numbers of summons per week (among other things). So what's the deal with quotas? I had pretty much assumed that it was the easiest way to track what cops were up to during their shifts.

    No quotas per se.

Illegal to have quotas. There is actually a pc section about them.

But if you are doing way less way less than your peers you may be seen as a slug

We have people who write no tickets an entire month and the supervisors don't care.

10 cites = Starbucks gift card
          20 cites = toaster oven
50 cites = day off with pay
100 cites = 10 points added to your promotional exam

As stated by previous posters, no "quotas" but there are supervisory expectations based on factors such as:

          1. Complaints by citizens re. citable offenses in your jurisdiction (i.e. excessive double parking on a busy street, or speeders in a particular neighborhood, etc.)
          2. Baseline numbers established by shift, day, other personnel
          3. Personal observation by supervisor conducting bounding overwatch
          4. On an individual level, officer's individual productivity on his/her shift (ranges from overzealous to slug)

Of course, it all depends upon where you work, the agency you work for, your supervisor, etc.

A buddy of mine said that the local CHPs no longer have quotas, now they can write as many tickets as they want.

There were times when I didn't write any tickets for over a week. But then, I wrote 15 tickets in one shift once. And, I was not in a traffic car, either. Quota? What quota?

You obviously aren't up to date on MDTs.

There is no quota but there are expectations. If you are not producing at the same level as your peers on your watch it will pretty much exclude you from certain assignments.

                      California Vehicle Code:

41600. For purposes of this chapter, "arrest quota" means any requirement regarding the number of arrests made, or the number of citations issued, by a peace officer, or parking enforcement employee, or the proportion of those arrests made and citations issued by a peace officer or parking enforcement employee, relative to the arrests made and citations issued by another peace officer or parking enforcement employee, or group of officers or employees.

41601. For purposes of this chapter, "citation" means a notice to appear, notice of violation, or notice of parking violation.

41602. No state or local agency employing peace officers or parking enforcement employees engaged in the enforcement of this code or any local ordinance adopted pursuant to this code, may establish any policy requiring any peace officer or parking enforcement employees to meet an arrest quota.

41603. No state or local agency employing peace officers or parking enforcement employees engaged in the enforcement of this code shall use the number of arrests or citations issued by a peace officer or parking enforcement employees as the sole criterion for promotion, demotion, dismissal, or the earning of any benefit provided by the agency. Those arrests or citations, and their ultimate dispositions, may only be considered in evaluating the overall performance of a peace officer or parking enforcement employees. An evaluation may include, but shall not be limited to, criteria such as attendance, punctuality, work safety, complaints by citizens, commendations, demeanor, formal training, and professional judgment.
A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

Yes, I know it is against the law, but figured it happened away. Isn't that the main point of the article? That there is now some degree of "proof" that they exist?

There are no quotas. But there are expectations of productivity. An officer who does not meet expectations consistently over a period of time..... well, you know. They are just like goals in the private sector. One agency I know of used to expect guys in cars to write 10 moving violations in a month. Motors, of course, were goaled much higher. Productivity expectations are, largely, about making sure guys are out working and not screwing off.

Joseph Wambaugh wrote in one of his books that back in the day in LAPD the sergeant knew you'd not spent your whole watch loafing if you came in with a couple of FI cards and at least one cite for a moving violation.

No quotas. I got to write as many tickets as I liked. My Sgt once told me if I wrote two more one month I'd get a free toaster oven though.
