I used discretion all the time... but generally not where felonies were concerned. That has a tendency to come back and bite you in the backside eventually. Particularly in a border county, or close to one anyone anyway, I think I'd be pretty circumspect about a guy from the neighboring state who was otherwise cool and was committing that type of a violation. He doesn't live here, he doesn't know goes the logic. If he's cool then maybe so. If it was a RAW of someone who lives here, then king's X, have a great time fellas, and I'm gone.

perhaps they thought with the pending lawsuits that arresting someone from out of state who may or may not have known better would just cost them time and money they dont have, and wouldn't be justifiable. or perhaps the cops were just cool. not all cops are tacticool, dog shooting a-holes.
