    Union stuff

    Not that I am a fan of unions, but we recieved a counter offer.....no raises, no increase in insurance contribution by employer....That I can deal with.

    They also want to impliment an Economic "hardship plan", were they can at times of hardship, renegotiate our contracts at ANY time.

    and finally, eliminate the employer paid 3@50, and make it 100% employee paid, for all new hires.


    Personally, I think pers retirement is too much/costly, and I feel It wont be there when I retire, witch is why I put money away on my own.... That being said, we give them an inch, they take 100 miles!!!

      You get 3/50??? Unheard of these days. That is reason enough to NEVER add a re-opener. Don't worry, PERS will be around forever.

        We have been talking with the city bout employee paid PERS for new hires and no raises. But the reopening of the contract would be a deal breaker. You don't get to reopen an lease on a car when your mood changes. You wait to the lease is up. Why would you agree to reopen a work contract? That's a foolish move if your POA agrees to it.

          Yeah the county I work for is railing us right now also. They also want to change the retirement for new hires and for use to pay 6% more of our retirement. We have been trying to get the county to put us on 12's (yeah we are on crappy 8's) for about six years because of the cost savings and more time with the family they have always be against it.

          Now they are all for it and it will save them a lot of money, but they also want us to take concessions when 2 yrs ago they were giving all themselves a 14% pay raise and everyone else pay raises. Sadly I believe that I made the wrong choice on what agency to work for, then again it was the first job I applied for when I was 21. Good luck with your negotiations. I already know that we are going to get a crap contract forced on us.

            Someday the new hires will outnumber the old timers. When it comes time for them to vote on an issue, they may say "screw the old timers we don't get that anyway". Are the City Staffer's going to also restructure their package the same ?

                now it looks like i timed my retirement pretty well, i just heard that our department let all the "on-calls" (permanent intermittent) employees go, so all the retirerees who left a little early, because they were counting on that to supplement their retirement, are SOL too.

                for the OP:
                they are making that kind of counter offer because they know a lot of officers are not "fans of the union" and they feel they can bully them around.

                the re-opener is a smoke screen they are throwing into the mix so they have something to "give up" later...having a re-opener is the same as not having a contract.

                having a separate retirement contribution for "new hires" is a union breaker. when they can separate you into two groups with separate interest, they know that they'll eventually be able to negotiate a separate peace/contract as your department demographics change.

                if you think PERS is too much/costly, you must not be very close to retirement. i commend you for putting your own money away...i always told trainees that before anything else (stocks, investments, toys) they needed to max out their Deferred Comp (457) plan because it was "cheaper dollars"

                  Or in my case, remain highly motivated in making $$$ to reward my better half for all the years he spent putting bad guys behind bars (I'm defintely cheaper than PERS - lol)

                      I'll bet they failed to put anything in the re-opener about a automatic opener when the city budget goes surplus...

                      Did they define "hardship"?

                      "Tiered" retirement plans are going to be one of the biggest obstacles to overcome during any future negotiations.

                        the first step in my old department was what to base retirement on. "old guys"...those of use hanging on waiting for 3%@50 to hit had it based on our highest 12 months (during our carreer), then there was a group at was based on highest "3 years average", the last i heard was they wanted to go with an average of the last 3 years...which would really shaft the guys on the bubble, because they just cut out all overtime shifts

                          This is how it reads:

                          (proposed New Section 31) Economic Hardship

                          The county proposes that at any time after the effective date of this Memoradum of Understanding, upon 30 calender days written notice to the union, the county may reopen this agreement for renegotiation on any economic issues if a financial hardship in the county bugdget has occured. Any notice provided subject to this section must include evidence demonstrating the basis for the claim of finacial hardship.

                            Your team I hope told them where to stick it...

                            With that kind of clause there is no "contract".

                            I was the head rep for our assoc over the past 12 years. Just before I retired 4 years ago we signed a 5 year contract for misc items as well as a total of 25 % over the five years. The last year of the contract (this year) the guys will get a raise of 6% which will kick in July first. They just received 3% in December.

                            I remember five years ago some of the guys saying we were signing a contract which was "to long".... Now they sing quite a different tune!!

                            The city tried to get the assoc to re open due to "hardship", even though the dept had cut five sworn positions (which were vacated due to retirements) and their total reserve expenditures city wide were only $200,000.00 Mind you the city has in excess of 20 million in reserves.....

                            Next year will be interesting as the contract will be up and a new negotiations will occur. I've been asked to come back as a consultant and assist with negotiations. Fun and games!!!!!

                              We wish we had a 5 year contract! Its yearly! Our dept. is so small, we have no teeth. The county drags out negs past 6 months, and after that its not retroactive, so they save even more. They are really trying to bend us over!
