peerless handcuffs question

i was wondering if all peerless handcuffs have a lifetime warranty. one of the cuffs on a set i have stopped working!! there seems to be no spring tension in the ratchet and the double lock engages automatically. the broken set is about 4yrs old. so can i send them back to peerless for services??
