Hand Gun Transfer
" Every citizen should be a soldier. This was the way of the Greeks and the Romans, and must be that of every free state" - Thomas JeffersonTags: None -
you don't have to ffl it to your mom or dad, they can fill out that form and pay, $17? i think, insteadComment

I believe that's only if he already owns the gun. Since it has not been DROSed yet, it would have to go through a standard DROS and then an intra-family transfer.Comment

There are two ways of doing this, one is a bit easier but may cost slightly more. The below examples are valid as long as you and your father are both CA residents.
1. You buy the handgun at an FFL. Do all the paperwork and after the 10 day wait sent the CA DOJ THIS FORM with the attached $19 to transfer it to your father. He must have an HSC and you need an HSC to buy the original handgun in the first place.
2. Perhaps get him a giftcard to the FFL that the handgun is at. Then he can go in and do the paperwork himself. It is more involved for him, but you save the $19 feee and perhaps another $25 if you never had an HSC.You think you know, but you have no idea.

If you are out of state you can send the gun to an ffl who will treat it as a C&R. It is tech not a transfer. Once you give the gift it is his. A note must be sent with the weapon desc. the weapon, make, ser number etc. Even if the weapon is not on the approved list it is still legal. (no assault weapon)Comment

Instead of retyping it I will direct you to the CGF Wiki in which your questions is answered. Relevant excerpt below.
Brother directly to brother is not legal. Child to parent, parent to other child follows the law.
i. e. Staying entirely within the law, Abel may accomplish a transfer to his brother Cain by first transferring the firearm to either parent (Adam or Eve), and then the parent would transfer the firearm to their other son, Cain. You think you know, but you have no idea.
