This could change at anytime, given the tenuous budget situation with the City right now, but as of right now, they are hiring.
This is accurate. I am going through the process right now.

The problem for the OP is the distance and the length of the hiring process (it will take about 9 months to go from initial app. to academy date).

Also, that POST cert. won't mean dick. Every LAPD officer goes through the LAPD academy, no matter what your experience is.

The LAPD Lateral Entry Program, Operation Blue to Blue, affords California POST Certificate Police Officers a chance to join the nation's finest law enforcement agency. Officers who have excelled in their law enforcement careers and are up to the task of meeting the high standards of the LAPD can now apply.

Lateral Entry Program Police Recruiting is available for candidates who have a valid California Basic Peace Officer Standards and Training (POST) Certificate and have successfully completed the probationary period at a California police agency. The starting salary range for Lateral Officers is $45,226-$80,074.80 and where you start within this range will be based on your law enforcement experience, military service, and education.

Lateral candidates must meet all of the requirements for a Police Officer and complete all test parts. The lateral program includes an abbreviated training and orientation program (Lateral Academy). Abbreviated training for lateral officers is typically only offered quarterly. The training is conducted in a manner that recognizes the lateral candidate's standing as an experienced California Peace Officer and not a new recruit.

For advanced step hiring, candidates with sworn Police Officer experience are advanced one salary level for every two years of completed service. Note: Military Law Enforcement experience and Reserve Police Officer service are not applicable.

For further information about POST Police Officer Recruitment and LAPD hiring call 213-473-9060.
