    Retired LEO ?

A friend who is a retired Milpitas officer was telling me about his CCW he has, which he was saying it was good for life, but was wondering if he needed to qualify every year.

Any thoughts, he's not big into guns, thus not a member of this site though I did drag him to the range today and he had a good time.

So for you current and retired LEO's, any input I can pass on for him, he said he was going to inquire at the PD, but this was just yesterday we were talking about this.

Additionally he was inquiring about the CCW as to whether it was good nationwide, any other thoughts?

My former dept. issues a ccw good for 5yrs., but I would surmise every dept. is different unless there is a law that states otherwise. I cannot imagine a dept. would issue a lifetime ccw and not require some type of qualifying every so often. The liability I would think would make it incumbent upon them to do so.

A ccw from Ca. is only good in 13 states unless it has changed over the last few years. There is a national one available tho there are certain requirements for obtaining one. HR218 was the original bill signed by Pres. Bush in 2004 (I think that was the correct year). The ccw is good for one year only and must be renewed each year. I have one of those also since my dept. one isn't valid in Nevada and who knows what state I might travel to.

You can do a search here for it and let your buddy read about it. He should also contact his dept. about it.

Under the LEOSA (HR218) the qualified (meeting requirements of the act) retired LEO has to qualify once a year. Retirees carrying under the authority of the LEOSA can do so in all 50 states.

Many Calif. agencies provide for a 3 or 5 year interval for retirees to qualify. Technically speaking, on the 366th day after his most recent qualification, he can still carry within California but would be out of compliance if in any other state per the act. There's been a couple of threads on retired LEO carry on Calguns so a search should yield more info. FYI I recommended to a couple of LEO labor groups that they should also consider getting a multi state civilian CCW (to keep in addition to their retiree creds for HR218). You can find that discussion on one of those threads. There are certain times when it is more convenient (and safer from a litigious standpoint / anti-cop bias) to simply show a CCW than to ID yourself as a retired cop.

What Calif. retirees generally get from their dept. is not a CCW permit or license, it is a dept. ID card with a CCW "endorsement" and is usually the words "CCW APPROVED" printed / stamped on the retiree's police ID.

I wasn't aware that any agency was issuing "evergreen" endorsements for their retirees anymore. There's way too much liability potential.

As above, the Penal Code specifies the form and language of the CCW endorsement on a retired LEOs department issued credentials. See 12027 et seq PC.
