He must be loved by the community that he serves. Wouldn't it be special if the sign was stolen, and the owner needed to file a report.

My guess is the dept doesn't want to pay rent to the owner of the sign. After all he should get some compensation for the sign's use by the dept for generating all that revenue for the town :P
