The magic 18" from curb law

I was trying to find the law that states you have to park within 18" of the curb, but I'm coming up empty. The only thing I could find was VC 22651(A)(b). Granted, that says "highway", but I believe it applies to roadways as well (?). Is this what I was looking for or is there something more specific?

CVC 360. "Highway" is a way or place of whatever nature, publicly
maintained and open to the use of the public for purposes of
vehicular travel. Highway includes street.

CVC 22502. (a) Except as otherwise provided in this chapter every
vehicle stopped or parked upon a roadway where there are adjacent
curbs shall be stopped or parked with the right-hand wheels of such
vehicle parallel with and within 18 inches of the right-hand curb,
except that motorcycles shall be parked with at least one wheel or
fender touching the right-hand curb. Where no curbs or barriers
bound any two-way roadway, right-hand parallel parking is required
unless otherwise indicated.

Thanks mikehtiger! I didn't check speed laws because-- well, it didn't make sense. But I suppose that parking is having a speed of 0mph (?).

Yep....that's why you can get a speeding ticket from a car accident, even if you were 5 mph in a 55 zone. Safe speed 0 mph
