ETA: old folks can have dementia or Alzheimers and may not know or understand what to do, or even want to do it.

I had to do this exact same thing once when my neighbor's house was on fire. The lady who lived there was not suffering from dementia, but she was not that smart or aware either. I had to pull her out of her house and show her the flames before she got the idea.
He did the right thing.
