Who should be listed as the Chief LEO for Solano County, Ca. for the ATF Form1? Is this the Sheriff or someone else?

If you are outside city limits, than the sheriff. In city limits it's the police chief.

Do you have your "dangerous weapons license" from DOJ? ATF will not approve any NFA items if you don't have that first.
