    Police Reform

    What does police reform mean to you? Would it affect your day to day? If so, how? Also, has the state of California defund the police? I thought so, but I'm getting the opposite from Google searches. Seriously asking and not trolling.

    Background
    I'm reading a thread on the Nextdoor forum and one of the folks is strongly advocating it. I'm looking for feedback from officers who actually live it and not from some Monday quarterbacking person.

    Police reform has been happening for a long time and since policing even began. It means different things to different people and when people say “police reform,” they often have no idea what they’re saying. It’s a lot like many gun laws. You have people who know nothing about firearms making laws on them.

    Does it affect LEOs and their respective agencies? Of course it does. How? The list is endless quite extensive. Again, it has been going on since the beginning of policing.

    Think of the new hot term in LE, “de-escalation.” That’s been around forever and has taken on a bunch of different terms over the years. When a subject pulls a knife out and threatens someone, a LEO pulls their gun out and orders them to drop the knife, subject drops the knife, subject is cuffed; de-escalation.

        Law enforcement is funded/operated at the state (CHP), county (Sheriff's Office) and city (Police Department) levels. "Defund" can mean many things:
        • Actually cutting budget, which is what most people think by "defund"
        • Keeping budget flat, which doesn't account for inflation or maintaining staffing levels for an increasing population. If the city's population doubles but the LE budget stays flat, that's an effective 50% cut.
        • Not increasing budget commensurate with inflation or increasing population.

        Read carefully and you can see lots of political doublespeak in there--complaints about an increase in PD budget that's really just redoing the numbers to include OT that wasn't previously included, claims that defunding is nonsense since they're allocating more to the PD when that "more" is really less than what's needed to keep even with the increasing population, stuff like that.

            Here in CA, the agency in charge of implementation of "reform" is POST. This year (2021) with AB392 and SB230 the legislature has effectively re-written PC835 and directed POST to add "Use of Force" including "de-escalation" into the 2 year Perishable Skills Program requirements for all LE.

            My big concern for LE is the worry that they will not use the requisite force to counter a suspect's force that would cause serious bodily injury or death to the officers or bystanders thinking they "must de-escalate".

                We don't need 'police reform'. We need politician reform (that includes activist DAs) to keep politicians out of policing instead of aiding and abetting criminals.

                          LE is constantly evolving and changing, if your in it long enough you go through so many changes you eventually circle back. After a thirty year career you’ve gone through so many changes your ready to retire just to get off that treadmill.
