What do those guys do? Enforce trucking laws? Do they do patrol or regular traffic duties?

Those are MRE (Mobile Road Enforcement) trucks. They do focus on commercial vehicles, but are in no way limited to them. They are CHP officers with extra commercial training, if you go blowing by them they can stop you and most will.
